Is Renting a Car in Italy Worth It? What Travelers Should Know

I’ve been driving in Italy for more than two decades — not as a visitor, but as someone who lives here, works here, and spends a good deal of time on the road meeting our partners and checking in on our team members across the country. We are a group of local guides, drivers and expert trip planners located all over Italy with our head offices in Rome, so what happened to me recently in Naples was as embarrassing as it was relevant — because it speaks directly to the question so many visitors ask when planning a trip to Italy: Should I rent a car?

I’m sharing this story because, even though I wasn’t renting a car at the time, what happened to me — and what I’ve experienced on other occasions over the years — could easily happen to anyone unfamiliar with Italy’s hyper-local rules and enforcement.

I don’t want to get too much into the details of what happened to me in Naples, however I will say that even drivers accustomed to the intensity of cities like Cairo or New Delhi often find Naples uniquely challenging. Naples is my favorite city in Italy, however it often feels like regular traffic laws are just a ‘suggestion’ and traffic patterns and rules follow a rhythm uniquely ‘napolitano’. Driving in Naples remains a hair-raising experience, even for me who drives in Rome every day. I inevitably arrive feeling a bit rattled.

What began as a routine arrival in Naples for a business meeting took an unexpected turn when I discovered the hotel garage was full. I thought I had gotten lucky when I found a spot on the side street adjacent to the hotel, where dozens of other cars were already parked. There were no visible signs indicating any parking restrictions, and had there been, I would have reconsidered immediately. With so many other vehicles parked there, nothing suggested the area was off-limits.

I was only planning to stop briefly to unload my luggage, not leave the car for any extended period. However, once inside the hotel, time slipped by — quick conversations turned into longer greetings, hands were shaken, and before I knew it, more time had passed than expected.

When I stepped back outside to move my car to a nearby garage, I was met with a scene I still find hard to believe.

Within the hour, a block-wide towing operation had unfolded. Every single vehicle had been removed — mine included.  Every car on the street was gone.

The next morning from the breakfast room in the hotel I watched as they proceeded with the same operation all over again for dozens of other motorists who had not witnessed any no parking signs.

By not having any no parking signs whatsoever visible, quite literally it seemed to me that what was set up was in fact a trap for motorists and now I had to deal with getting my car back.

What followed for me was a familiar Italian bureaucratic sequence: a trip to the Questura to pay the fine, a separate journey to an impound facility near the airport, paperwork, receipts, additional fees, and long waits. The result was the better part of a day lost to a decision that looked perfectly reasonable at the time where I actually thought I had lucked out and gotten a prime parking spot!

It was a powerful reminder of something I’ve observed for years: in Italy, having a car rarely makes travel easier. More often, it introduces stress, uncertainty, and frustration — all of which quietly chip away at the pleasure of an Italian vacation.

Renting a car can be helpful in very specific situations — such as rural regions with limited public transport — but in many destinations, particularly cities and historic towns, a car quickly becomes a liability.

Italy’s cities and towns were never designed for modern car culture. The rules that govern them are layered, hyper-local, and often enforced without warning. What may seem logical on a map, a GPS screen, or by observing where others have parked can quickly lead to fines, towing, and hours of frustration — even for experienced drivers.

Car rental in Italy is often marketed as a cost-saving solution, especially when compared to private transfers or guided transportation. On paper, the daily rental rate can look attractive. What’s often missing from the calculation are the hidden costs, restrictions, and stress factors that come with driving in Italy.

This article explains why cars can become a hindrance in Italy, where they tend to create problems rather than convenience, and how to think more strategically about when renting a car truly makes sense — and when it’s best avoided altogether.

Why & Where Cars Can Become More of Hindrance than a Help in Italy

Parking Is Limited, Regulated, and Aggressively Enforced

Parking rules in Italy are complex and hyper-local. Signage may change by:

  • Time of day
  • Day of the week
  • Resident vs non-resident status

Even experienced drivers can misinterpret them. Towing, fines, and tickets are common — and appeals are rarely successful. Not only that, but you will be mailed fines in your home country repeatedly and not paying them can result in your credit score being negatively impacted for years.

ZTL Zones Make City & Town Driving Risky

Most historic centers operate ZTL (Zona a Traffico Limitato) zones, which restrict access to authorized vehicles only. Entering unknowingly can result in:

  • Multiple fines (one per camera entry)
  • Tickets that arrive weeks or months later
  • Charges billed through rental agencies with added administrative fees
Cars Don’t Belong — and Often Can’t Enter — Historic Centers

Many of Italy’s most beautiful towns and city centers were built centuries before the invention of the automobile. Their narrow streets, compact layouts, and historic preservation laws were never designed to accommodate modern traffic — and today, they actively discourage it.

As a result, parking in historic centers is extremely limited, tightly regulated, and often reserved exclusively for residents or authorized vehicles. In many towns, non-resident vehicles are not permitted at all, and enforcement is handled through cameras rather than police checkpoints. Drivers may not even realize they’ve entered a restricted area until fines arrive weeks or months later.

Pedestrian zones are also expanding, not shrinking. Cities across Italy continue to prioritize walkability, quality of life, and the protection of historic spaces. Streets that appear accessible on a map may be pedestrian-only for most of the day, open only during specific hours, or completely closed to non-authorized vehicles.

This creates a common misconception for visitors: something that looks “close” on a map can still require a long walk with luggage. Hotels located inside historic centers often do not allow direct car access, and nearby parking — if available at all — may be several blocks away or outside the center entirely.

Local drivers know where and when access is possible, which streets require permits, and how to navigate temporary allowances. Visitors relying on maps or GPS apps rarely have that context.

In Italy’s historic centers, cars are not just inconvenient — they are often the wrong tool entirely. Walking, public transport, or pre-arranged transfers are almost always the more practical and enjoyable choice.

Towing Happens Fast

In busy cities, improperly parked vehicles are towed quickly to keep traffic flowing. Retrieving a towed car can involve:

  • Locating the correct impound lot
  • Dealing with Italian-only paperwork
  • Paying fees that far exceed a day’s rental cost

THE AFTERMATH: “The Trip Is Over. The Fines Arrive.”

Many Phone Navigation Apps Like Google and Apple Maps Don’t Know the Rules & Can Lead to Massive Fines

Navigation apps like Google Maps and other GPS systems are designed to optimize routes based on distance and traffic flow — not local regulations. In Italy, that distinction matters.

These apps do not reliably account for:

  • Temporary street closures
  • Market days that shut down entire neighborhoods
  • Local festivals or religious processions
  • Permit-only streets and resident access zones
  • Sudden enforcement changes or one-day restrictions

As a result, blindly following your GPS can direct you straight into restricted areas, pedestrian zones, or streets where parking is temporarily prohibited — even if there is no clear signage visible at the time.

This is especially problematic in historic centers, where regulations change frequently and are enforced through cameras rather than police stops. Entering a restricted zone may feel uneventful in the moment, but it can result in multiple fines issued automatically — often arriving weeks or months later, long after the trip has ended.

Local drivers rely less on navigation apps and more on experience, awareness, and up-to-date local knowledge. Visitors, however, tend to trust their GPS implicitly — assuming it reflects real-world rules — when in fact it only reflects theoretical access.

In Italy, knowing where you can drive matters far more than knowing the fastest way to get there.

When Renting a Car Does Make Sense in Italy

To be fair, there are situations in Italy where renting a car can be genuinely useful — and sometimes even necessary. These tend to be specific, location-dependent scenarios rather than entire itineraries.

Remote countryside areas are one example. In certain rural parts of Italy, particularly where towns are spread out and public transportation is limited or infrequent, having a car allows for flexibility and independence. Some areas of Tuscany, for instance, can work well for self-driving, especially when accommodations offer easy parking and towns are compact enough to explore on foot once you arrive.

That said, it’s important to factor in Italy’s strict enforcement of drinking-and-driving laws. While wine regions are understandably associated with tastings and long lunches, Italy now enforces a zero-tolerance approach in many contexts, with severe penalties for violations. Travelers planning to indulge in wine experiences should carefully consider whether driving themselves is truly the best option — even in rural areas.

Wine regions with limited transportation are another case where a car may be helpful. Some vineyards are difficult to reach without a vehicle, particularly those located off main roads or far from train stations. However, even here, many travelers underestimate how tiring and restrictive it can be to drive between tastings, navigate unfamiliar roads, and worry about alcohol limits.

Rural destinations without train or bus access may also justify a rental car, especially for short stays or when visiting multiple villages in a single area. In these cases, a car can provide access that would otherwise require complicated or time-consuming transfers.

However, even in these scenarios, full-trip car rentals are rarely the most efficient choice.

Many travelers benefit from partial use — renting a car only for specific legs of the journey, such as countryside stays, and returning it before entering cities or historic towns. Combining trains, private transfers, and short-term car rentals often results in a smoother, safer, and more enjoyable experience overall.

In Italy, the goal isn’t simply mobility — it’s matching the right form of transportation to the right destination.

The Smarter Question Isn’t “Should I Rent a Car?” It’s “Where Will a Car Help — and Where Will It Hurt?”

This is where many travelers go wrong. Italy is not one unified driving experience. Every region, city, and town operates differently. A car that’s useful in Tuscany may be a nightmare in Florence. Helpful in Puglia, but disastrous in Rome. Manageable in the countryside, but expensive and stressful at airports and city hotels.

As my own towed car reminded me, even locals get caught out.

Final Thoughts

Italy is extraordinary — but it is not designed for modern car culture everywhere. Its charm lies in historic centers, walkable towns, and layered regulations that protect those spaces. Assuming a car will simplify travel can lead to unnecessary stress, fines, and wasted time.

The smartest trips are the ones that match transportation to the destination — not the other way around.
